The international refugee convention that Israel is bound to, allows every person that was forced to flee his country due to political, religious, racial (etc.) prosecution to be granted refugee status and receive protection by law. Asylum seekers and refugees are a significant part of the foreign population in Israel and they live and work here. However, the Ministry of Interior often treats them harshly and violates their rights, going as far deporting them from Israel illegally.
This is a very complex field that relies heavily on many previous legal verdicts that regulate the core questions of the issue: who should be considered a refugee, is the persecution he/she faces meets the definitions mentioned in the convention, who are his/her persecutors, can he/she be protected by his/her own state etc.
